Movement 2 - International Crisis Begins wsith protesting voices; proceeds thru various stages, accelerating tempo, brass activity, electronic additions, to building of energy to final climax. Movement 3 - Epilog Anquished appraisal of results that crises has produced. Melancholy acceptance of the situation.
